The fire prevention district became the Hays County Emergency Service District No. 3 on August 5, 1997, and further updated the name to Hays County Emergency Services District #3 on May 12, 2009. South Hays Fire Department and Texas Fire Academy are divisions within Hays County ESD #3.

The South Hays Fire Department was incorporated on December 11, 1998. On Oct 1st, 2013, the South Hays Fire Department, Inc. and Hays County Emergency Services District #3 merged.

Emergency services districts (ESDs) are political subdivisions of the State of Texas, operating under the Constitution of Texas, Health and Safety Code Chapter 775. An ESD is much like a school district or a county. As Texas outgrows the abilities of cities and rural volunteer fire departments, ESDs are on the cutting edge of providing fire protection and emergency medical response.

The ESD's role is to collect taxes from the citizens of its respective district and utilize those revenues for emergency services. Those services provided by Hays County ESD#3 include Fire and allied services, First Responder, and water rescue.
